Why do kegels help if I should be relaxed and let my muscles flutter?

The title. I feel like starting kegels would go a long way but can’t help but feel it seems counterintuitive – if I’m not going to be using a muscle, why does it need to be stronger? Hello! I’ve been working through my sessions, making incredible progress, and feel like I’m at a point where I might need some advice.
